Indian business network opens Eastern European hub as regional expansion accelerates

PIOCCI’s regional mission in Lași, Romania opened on August 7, 2026, drawing more than 400 guests and a delegation of a dozen representatives led by Chamber President Mickael Ponapin Egambararredy Sihou. The People of Indian Origin Chamber of Commerce and Industry (PIOCCI) France & Francophonie is now operating from a new Eastern European hub, its second major installation since the organization’s headquarters launched at Reunion Island on February 21 of this year.

The Lași office is designed to function as an operational coordination point for PIOCCI activities across Central and Eastern Europe. Gheorghe Petrescu was formally appointed Regional High Representative during the inauguration ceremony. His primary task: identifying and proposing territorial delegates across the region’s various countries, building out the Chamber’s ground-level presence country by country.

The Romania deployment follows a compressed rollout timeline. The Reunion Island headquarters, which opened just months earlier, was conceived to anchor PIOCCI’s broader strategic ambitions and establish what the organization describes as “economic coexistence based on intercultural cooperation between France, Francophonie, and India.” Speaking in Lași, President Sihou drew a direct line between the two installations, stating “The world is a single family. Reunion, the island of worlds, is naturally its great-granddaughter.”

The Reunion opening drew a substantive institutional presence, including Mukesh Agarwal, vice-president of PIOCCI’s New Delhi Federation; Alain Juillet, honorary ambassador and economic adviser; Robert Dulas, special adviser to the president; India’s consul; and a minister from the Mauritian government. That event established the organizational baseline from which the current regional expansion is proceeding.

Meanwhile, PIOCCI is building out simultaneously on multiple fronts. Robert Daoud has been appointed Regional High Representative for West Africa, with operations based in Côte d’Ivoire. Filippo Gammicchia is set to take the equivalent role for Italy and North Africa. Taken together, these appointments represent a coordinated buildout across Europe, West Africa, and the Indian Ocean zone, all compressed within months of the Reunion headquarters launch.

The strategy is explicit: geographic coverage and institutional formalization first, organic growth second. By naming representatives and establishing formal missions, PIOCCI is creating the structural scaffolding for trade, investment, and commercial relationships among Indian-origin entrepreneurs and their partners across multiple continents. The Lași office sits at the center of that architecture for the Eastern European corridor.

The pace carries its own logic. Moving quickly to establish presence before alternative networks consolidate similar territory appears to be a deliberate organizational choice, not an accident of timing.

What remains to be seen is whether the appointed representatives can activate these missions in practice, recruit functional territorial delegates, and convert institutional formalization into actual commercial activity. The infrastructure is now in place across three regions. Whether it delivers depends on execution at the country level in the months ahead.
